Az elemzés készítésének célja a hazai nukleáris szabályozás biztonsági követelményei érvényesülésének vizsgálata az atomerőműi építmények orosz szabványai és szabvány jellegű szabályozási dokumentumai meghatározott terjedelmén. Az elemzés egy korábbi áttekintés folytatásaként készült, melyben az orosz és hazai teherhordó szerkezetek tervezési szabványait hasonlítottam össze.
A dokumentumok szerepének és jelentőségének megértése érdekében ismertetem a nukleáris energetika szabályozásának duális jellegét, bemutatom a nukleáris és az általános célú építmények szabályozási rendszerét. Az elemzéshez kiválasztottam és értelmeztem a Nukleáris Biztonsági Szabályzat jellegében meghatározóan technológia specifikus követelményei. Feltártam az orosz szabályozó dokumentumok ettől való eltérését, a hiányokat és meghatároztam a hazai szabályozási dokumentumban nem szereplő orosz követelményeket.

ASSESMENT OF THE RUSSIAN STANDARDS FROM NUCLEAR SAFETY POINT OF VIEW

The aim of this study is to review the success of the Hungarian nuclear safety requirements in the specified scope of Russian building standards and regulatory documents of nuclear power plant constructions. This assessment is the second part of a review, the first one dealt with the comparison of Hungarian and Russian building construction standards related to load bearing structures
In order to understand the role and significance of the documents, I shall describe the dual nature of the regulation of nuclear energy, and I will present the regulatory system for nuclear and general purpose constructions. For the analysis, I have chosen and interpreted the technology specific requirements of the Nuclear Safety Code in the nature. I have revealed the deviation of Russian regulatory documents, the deficiencies and the Russian requirements not included in the domestic regulatotions.
